₦39.3bn Otovwodo Flyover Takes Off as Oborevwori Moves to End Ughelli Traffic Nightmare

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has officially flagged off the construction of the ₦39.3 billion Otovwodo (Ughelli) Flyover, a landmark infrastructure project aimed at permanently resolving the chronic traffic congestion at one of Delta State’s busiest transport corridors.

The project, which commenced on Monday, 21/1/2026 in Ughelli, is part of the Oborevwori administration’s aggressive infrastructure renewal drive under the MORE Agenda, focusing on sustainable urban mobility, economic expansion and prudent use of public funds.

Ending a Long-Standing Bottleneck
Speaking at the groundbreaking ceremony, Governor Oborevwori described the Otovwodo Junction located along the strategic East–West Road as a notorious traffic flashpoint that has for years cost commuters countless productive hours daily.

The governor said Ughelli’s rapid population growth and expanding commercial activities had overwhelmed existing road infrastructure, making the flyover not just necessary but urgent.
“I have personally experienced the traffic situation here. This project is the permanent solution,” Oborevwori stressed.

₦6bn Interim Roads to Ease Traffic
As a temporary relief ahead of the flyover construction, the governor disclosed that his administration had already spent nearly ₦6 billion constructing alternative internal roads, including Uduere Street, Okogbe Street, Oru Street, Edo Street and Royal Avenue, linking Agbarha-Otor Road to decongest the area.

12-Month Timeline, No Borrowing
The flyover project, awarded to Julius Berger Nigeria Plc, is expected to be completed within 12 months, a deadline the governor described as non-negotiable due to the economic importance of the junction.

Oborevwori reaffirmed his administration’s commitment to fiscal discipline, stressing that the project is being executed without borrowing, in line with the state’s transparency and accountability framework.

Project Scope and Economic Impact
According to the governor, the project will feature a multi-span reinforced concrete bridge with dual carriageways, roundabouts, connecting roads and advanced drainage systems, significantly reducing travel time, improving road safety and stimulating economic activities across Ughelli and neighbouring communities.

The project is also expected to create thousands of direct and indirect jobs across the construction value chain.

Julius Berger Assures Quality Delivery
Earlier, the Managing Director of Julius Berger Nigeria Plc, Engr. Peer Lubasch, thanked the Delta State Government for the confidence reposed in the company, describing the contract as a testament to its technical expertise.

He revealed that the 15-span flyover would include dual carriageways, specialised drainage, extensive connecting roads and solar-powered street lighting, assuring delivery to global standards within the agreed timeline.

Community Leaders Applaud Project
Chairman of Ughelli North Local Government Council, Hon. Jaro Egbo, and the Otota of Ughelli Kingdom, Chief Peter Akpofure, praised Governor Oborevwori for initiating what they described as a transformative and long-overdue project, while appealing for additional internal roads and supporting infrastructure.

Following the ceremony, the governor paid courtesy visits to the Ovie of Ughelli Kingdom, HRM Wilson Ojakovo Oharisi III, and Chief Morrison Olori, Founder and Chairman of Ukodo Nation, reiterating his commitment to governing Delta State inclusively.

Heavyweights Grace Flag-Off
The event drew a large crowd, including Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor; APC Delta State Chairman, Elder Omeni Sobotie; members of the National Assembly, Hon. Francis Waive and Hon. Ngozi Okolie; top government officials, traditional rulers and residents, who hailed the flyover as a turning point in Ughelli’s traffic and economic fortunes.
